The Special Tactics and Rescue Service (S.T.A.R.S.) (特殊戦術及び救助部隊 tokushu-senjutsu oyobi kyūjo butai) was an elite special forces division under the jurisdiction of the RPD (Raccoon Police Department), though privately funded and able to operate independently.
